With reference to the correspondence noted in the margin, I have the honour to transmit for Your Excellency's consideration the enclosed copy of a letter from the Commandant of the Hongkong Volunteers on the subject of the organisation of the Volunteers.

If the proposals of Major Pritchard meet with the approval of yourself and the Local Defence Committee, I see no reason why they should not be given effect to at once.
